As critical infrastructure, OCSD’s service is deemed essential and imperative during the response to COVID-19. OCSD will continue to operate for both, the public health and safety of Orange County and the State of California. Construction on the State College Sewer Project will continue as scheduled.
The State College Sewer Construction project is now entering the last pipe installation phase. With three miles of pipe in the ground, installation of the 4th mile is getting ready to begin between Vermont Avenue and Underhill Avenue. Due to conflicting utilities in the ground, the new pipe must be installed in the same alignment as the current pipe requiring the need to bypass the flow to maintain service to the community. The work is being split into two segments, the first taking place from Vermont Avenue to Santa Ana Street. To minimize risk to the community and expedite the work, crews will be working 20-hour shifts in this area starting on Thursday, April 30. See below for more details on the work taking place.
Vermont Avenue to Santa Ana Street
Pipe installation and bypass operation has begun. Longer workdays are required to complete the work as quickly as possible and minimize risk to the community. The work hours have been adjusted from what was previously discussed to take advantage of daylight and reduced traffic due to the Governor’s stay-at-home order. Once the order is lifted the hours will return to 9:30 a.m. to 5:30 a.m.

- Monday – Saturday, 7 a.m. to 3 a.m. (20-hour workdays)
- Traffic impacts consist of lane reductions and left turn restrictions at Vermont and South Street. Only one travel lane will be allowed for northbound traffic.

Westport Drive Waterline Replacement – Intersection Closure
A City of Anaheim waterline that is in direct conflict with the sewer installation work is being relocated. Work is occurring at night to minimize impact to the residents.

Underhill Avenue to La Palma Avenue
Sewer replacement which involves shoring, excavation, and installation of the pipeline. Shoring may trigger minor vibration which is closely monitored.

SR- 91 to La Palma Avenue
Sewer installation is complete. Current work consists of lateral connections and street restoration. Lane reductions and turn restrictions may be necessary including into Sycamore Plaza and Granada Square.

Left Turn Restrictions at Romneya Drive
As asphalt restoration at the center median occurs, left turns will not be allowed. Through traffic and right turns are permitted. Closure will be in place 24 hours a day. Will begin with northbound traffic and once completed, will move to southbound side.

Orangewood Avenue to Ball Road – Final Phase
We are one step away from being done in the Platinum Triangle area. Final details are pending and should wrap up in the next couple of weeks.

Project Description:
The project is replacing four miles of sewer along State College Boulevard from the SR-91 to Orangewood Avenue in the City of Anaheim. Construction began in late summer 2018 and is scheduled to be completed in 2020. Once the project is complete, eight million gallons of wastewater will be diverted to OCSD’s Plant No. 1 in Fountain Valley for treatment before being send to the Groundwater Replenishment System. This is Phase B of a two-phase project; Phase A was completed in 2017 and took place from Yorba Linda Blvd. to SR-91 in the City of Fullerton.
