Wall and Soil Improvements

Home >> Construction >> Wall and Soil Improvements

Construction is in progress on the Wall and Soil Improvements Project. You will continue to see increased activity near the site as crews continue with mobilization to install temporary railing and fencing at the project site.

Trees at the southeastern end of Plant No. 2 were recently removed as part of the project. Based on a tree assessment, these particular eucalyptus trees are within the construction site footprint of this project with most trees in poor health, structure, and form. The project will plant new trees and California native landscape.

Construction Work:

  • Location: Huntington Beach, between the Santa Ana River Trail access point & Brookhurst St.
  • What: Installation of K-rail barriers has been completed. Fencing will be attached to the top of the barriers. This k-rail and fencing set up will delineate the construction zone.
  • When: Stared April 7, lasting up to 2 weeks*
  • Work Hours:  Mon – Fri.; 7 a.m. to 3:30 p.m.

*All dates and times are subject to change due to operational factors or inclement weather.

Bike Path Closure:

  • Location: Talbert Marsh Bike Path, Huntington Beach – between the Santa Ana River Trail access point and Brookhurst St.

Reduced Bike Trail Closure

    • When: Throughout the duration of the construction
    • Impact: Partial lane closure on the Talbert Marsh Bike Trail. Path will be open with a shared lane for foot and bike traffic in both directions.

Full Bike Path Closure

    • When: Intermittent closures will be necessary for certain construction activities. Closure dates will be posted here when scheduled.
    • Impact: No access to the Talbert Marsh Bike Trail.
    • Detour: Please see the below map for the detour route. Detour signs will be posted along the route when closures are in place.

Project Description

This project will make soil improvements and replace the perimeter chain link fence at the southern end of Plant No. 2 along the Talbert Marsh with a concrete wall.  Soil improvements will help to protect facilities of ground movements from seismic events. The top of the wall will have a wave-like pattern ranging between 8-feet to 11-feet tall. Existing vegetation, landscaping, and tiered concrete block planters behind the fence will be removed. New trees, native plants, and drought resistant vegetation will be planted.

Below is a view from Brookhurst Avenue looking towards the southwest corner of Plant No. 2. The images show the current view and a rendering of the same location when the project is completed.

The wall with have stamped concrete artwork of marsh birds to embrace its location adjacent the Talbert Marsh and Pacific Ocean.

Project Background

OC San Plant No. 2 falls under Homeland Security guidelines for critical infrastructure. The wall will provide site security, visual screening of the process facilities, protection from future sea level flood protection, and withstand tsunami forces.  Soil improvements will provide lateral spread mitigation by keeping large structures, current and future, in place so they do not shift.

CEQA:

This project is part of the Biosolids Master Plan. All CEQA documents can be viewed here.

Status:

Construction started spring 2025 and will take approximately 2.5 years to complete.

Soil improvements using deep soil mixing will occur the first half of the construction, followed by the construction of the wall.
