State College Sewer Construction Update – September 18, 2020

As we near the end of summer we are about 90 percent complete with the pipe installation. As we continue with this effort, we are also focusing on connecting the local sewer to the regional sewer pipe. Details on upcoming work are below:

Lincoln Avenue Intersection – Nightwork

As part of the sewer pipe installation across the Lincoln Avenue intersection, nightwork is required to install the shoring system – shoring is required to secure the excavation area. This activity will restrict left turns, as such it being performed at night to minimize impact.

  • September 21, 2020 – early October 2020*
  • Monday – Friday, 8 p.m. – 6 a.m.
  • Left turn restrictions and lane reductions

Sycamore Plaza and La Palma Intersection

To complete sewer installation across the La Palma Avenue, and to connect the local sewer line to the regional sewer line, additional work is required. Bypass system will be set up restricting left turns at the La Palma Ave. intersection and the entrance to the Sycamore Plaza. Work will NOT occur at both intersections simultaneously.

  • September 21, 2020 – October 2020*
  • Monday – Saturday, 7 a.m.- 5 p.m.
  • Left turn restrictions, U-Turns can be made at the next intersection.

E. South Street Detour

A temporary detour restricting westbound traffic on E. South Street from State College Blvd. to Sunkist St. will be in place over the next month to connect the City of Anaheim local sewer to the newly installed OCSD regional sewer line. Only local traffic will be allowed on E. South Street.

  • Monday – Saturday, 7 a.m. – 5 p.m.
  • Detour route is in place to bypass the restricted area

Vermont Avenue to Virginia Avenue  

Pipe installation in this area is now complete. Crews are continuing to work on constructing manholes that will be used later for future maintenance. The next step will be to connect the local sewer to new the sewer line.

  • Ongoing – Fall 2020*
  • Monday – Saturday, 7 a.m. to 3 a.m.
  • Traffic impacts consist of lane reductions and left turn restrictions at Vermont and South Street. Only one travel lane will be allowed for northbound traffic. Sound blankets are installed to minimize noise and dust from the site.

Virginia Avenue to Underhill Avenue

Installation of the final section of regional sewer pipe includes installation of a bypass system to reroute the sewer flow to maintain uninterrupted service. The installation also requires shoring of the trench. Longer workdays are required to complete the work as quickly as possible and minimize risk to the community.

  • Ongoing – Fall 2020*
  • Monday – Saturday, 7 a.m. to 3 a.m.
  • Traffic impacts consist of lane reductions and left turn restrictions. Only one travel lane will be allowed for northbound traffic. Be aware that shoring may trigger minor vibration, which are closely monitored. Sound blankets are installed to minimize noise and dust from the site.

Waterline Replacement: La Palma to Lincoln Avenue

A city of Anaheim waterline is being replaced concurrently with the sewer installation project to minimize impact to the community. The work will be done at night to prevent disruption to water service and to impact on the road as the sewer work occurs. Turn restrictions may occur intermittently.

Project Description:

The project is replacing four miles of sewer along State College Boulevard from the SR-91 to Orangewood Avenue in the City of Anaheim. Construction began in late summer 2018 and is scheduled to be completed in spring 2021.  Once the project is complete, eight million gallons of wastewater will be diverted to OCSD’s Plant No. 1 in Fountain Valley for treatment before being sent to the Groundwater Replenishment System.   This is Phase B of a two-phase project; Phase A was completed in 2017 and took place from Yorba Linda Blvd. to SR-91 in the City of Fullerton.
